Mid-Year Report 2003

Accomplishments:
Four of our nine Chapter members attended the VRA national conference in Houston in May. Heather Glaser was proxy for the Chairperson at the Leadership breakfast on April 11. Joan Beaudoin represented the chapter, according to communications from the national Education Committee, at three workshops, for which she is required to report on at least one at the chapter's June 2003 meeting. Mary Wassermann was to represent the Chapter at the Membership Committee. Mary represented VRA at two outreach sessions for library students at Drexel University on January 14 and in April.
For local communication, we continue to have a Chapter web page for the membership list, minutes and reports: http//www.brynmawr.edu/Admins/DMVRC/vrap and a local list serve: vrap-l@brynmawr.edu. Meeting information is shared with ARLIS/DVC officers so that joint endeavors might be considered as appropriate.
Goals:
The chapter's members continue an interest in educational meetings drawing on the expertise of each hosting institution, with an emphasis on sharing information for coping with rapid technological change.
The Chapter's spring meeting will be June 19, 2003 at the University of Pennsylvania, Fisher Fine Arts Library with a program on digital library projects as they relate to images. Our business meeting will include the information that dues are now required.
Board Action Requested:
- A question was raised at our January meeting whether there is any mechanism whereby national informs the chapter if someone comes into its area, prior to the publication of the next directory. This was submitted in the Annual Report of February 3, 2003. We resubmit this question.
- Bylaws Amendment V Revision needs reply.
History: The minutes posted on our current vrap web page <http:www.brynmawr.edu/Admins/DMVRC/vrap/bylaws.html> were drawn up and approved by our chapter on March 4, 1999, revised May 12, 1999. Approved by the VRA Executive Board.
At the chapter's April 19, 2001 meeting at Rosemont College, revisions for Article IV (terms of office) and V (nominations and elections) were drawn up and approved by the chapter, and the text submitted by Joan Beaudoin and Rachel Beckwith in the Mid-Year Report of May 11, 2001, under "Matters for Board Action". Neither of these articles have yet been posted.
Response came from Ann Whiteside, then President of VRA, to Joan Beaudoin on 15 Aug. 2001 by e-mail, "The Board agrees with amendments in principle, but made some changes:
- Article IV, C. Terns of Office, 1. [as chapter submitted]: The terms of office shall be two calendar years.
- Article IV, C. Terms of Office, 2. The election of officers shall take place in the month of October.
- Article IV, C. Terms of Office, 3. The election of the Chairperson shall take place in off numbered years.
- Article IV, C Terms of Office, 4. The election of the Secretary-Treasurer shall take place in even numbered years.
"The Board voted to approve the amendments to the chapter bylaws with those changes indicated above."
Since hearing from Ann, we have been operating according to Article IV as revised, since
15 August 2001, even though this article has not yet been posted.
We never had clarification on Article V Nominations and Elections, in which the revision writes out the three member nomination committee (unwieldy with our small chapter of nine). We resubmit Article V here:
Article V. (as revised and approved by the chapter on April 19, 2001).
- Nominations.
- The membership shall be polled to volunteer for office.
- If no volunteers from the membership step forward, the vacant office shall be transferred to the next individual in the alphabetical list of active members.
- New members shall be appended to the list.
- New members shall be placed at the end of the list.
- Potential candidates shall be informed by the officers of all duties incumbent to the positions they are being asked to fill.
To be deleted, along with letter A. above, the May 12, 1999 wording for
B. Elections
1. Officers shall be elected by a plurality of votes cast by Chapter members.
Budget Request:
Nothing at this time, though the subject will be part of our June 19 meeting.
