Dear Senator Ashcroft:

Intellectual property rights issues at both the national and international level are a concern to members of the Visual Resources Association. The VRA is a non-profit organization established to further research and education, whose members include visual resources curators, film and video librarians, media professionals, photo archivists, etc. Our organization strongly supports the Digital Copyright Clarification and Technology Act of 1997 (S 1146) which you recently introduced.

The VRA has participated in the Conference on Fair Use (CONFU) since its inception in 1994 and has closely kept abreast of the recent WIPO proceedings. We find that your bill seeks to provide adequate benefits and protections for scholars and educators who increasingly depend upon digital technology for applications which have long been held to be Fair Use under existing law. For this we express our sincere thanks and wish you well in all efforts to promote your legislation.
